Registration to Gan

Dear Parents,

It is your responsibility to re-register for Gan, even if your child is already attending a municipal Gan this year.

Online Registration

Registration for the 2023-2024 academic year will take place online between:

From Monday 23/01/23 through Tuesday 14/02/2023

Please note: registering online is only possible if your address at the Population Authority (Ministry of the Interior) is up-to-date in the Teudot Zehut of both parents.

Ages for Registration

In accordance of the law of mandatory education (amendment 32) – 2013, which was accepted by Knesset on 8/7/2013.

Age 5 (Chova) – for children born between 1/1/2018 – 31/12/2018

Age 4 (Trom Chova) – for children born between 1/1/2019 – 31/12/2019

Age 3 (Trom Trom) – for children born between 1/1/2020 – 31/12/2020

 

Placement for Age 3 is based on available space. Placement outside of your registration region is possible.

The online registration process is easy and saves time

 

Registration Process:

  • Enter the website and enter your Israeli ID number and your child’s Israeli ID number (Teudat Zehut) and birthdate. Please be sure to fill exact details when registering, including the phone and email of both parents.
  • At the end of the registration process, you will receive the following message in Hebrew "בקשתך נקלטה בהצלחה" – “your request has been successfully received”.

o     After this, you will receive a confirmation email that your registration has been received. Sometimes the system is overloaded and you will need to wait 24 hours to receive confirmation. If you still do not receive the confirmation, send a request via email and a copy of the confirmation will be sent to you.

o    Registration to a semi-private Gan, which is under the auspices of the Ministry of Education (list on the Municipality’s Education Portal) is online (for Ramat Gan residents only). The parents are responsible for sending the certificate of request to a semi-private Gan (appendix D) to the Gan Department of the Education Unit of the municipality. Without the submission of this certificate, the registration is not valid. You must also submit a copy of your Teudat Zehut including the paper portion where your child’s details are listed.

 

For non-Ramat Gan residents who wish to send their children to one of the semi-private Gans in the city, you must submit to the Gan Department the following documents:

o    ID of both parents

  • certificate of request to a semi-private Gan (appendix D)
  • Permission form from the city in which you reside to send your child to study in a different city

Registration policy:

 

The municipality of Ramat Gan allows every student, who is a resident of the city, to register to a municipal institute within their determined region.

Change of address: student placements is based upon the residential address within your registration region, therefore, parents are required to update their new address at the Ministry of the Interior prior to the registration period. The updated address must be sent to the Gan Department (copy of your TZ with the new address and the paper appendix listing the child’s details).

According to the Ministry of Education, you must provide your actual residential address to the Ministry of the Interior. After registration has been completed, the details are transferred to the Ministry of Education for verification of data.

 

Please note! Changing your address in order to register to a specific Gan is a serious violation of the law and may lead to legal action.

Those that register after the dates listed above, assignment is based ONLY by available space.

 

Support for online registration

 

The Registration Department invites you to visit them in case of the following circumstances:

  • New Residents in the City: the necessary documents (listed below) should be submitted to the Gan Registration Department. After the documents have been reviewed and approved, access to the online registration system will be opened.
  • Foreign Residents (passport holders without an Israeli ID)
  • Updating Residential Address: the necessary documents (listed below) should be submitted to the Gan Registration Department. After the documents have been reviewed and approved, access to the online registration system will be opened.
  • Parents that need assistance in completing registration online

Documents Required for Registration:

o    New Residents: ID of both parents with the updated Ramat Gan address, apartment lease and Arnona bill, and form proving cancelation of registration in the city you lived in prior

o    Foreign Residents (passport holders without an Israeli ID): passports, birth certificate of the child, apartment lease and Arnona bill, and form proving cancelation of registration in the city you lived in prior

o    Updating address: ID of both parents with the updated address, apartment lease and Arnona bill

  • If registration is not completed by a parent, the Israeli ID of the person completing the registration, the Israeli IDs of the parents including the appendix with the details of the child, and power of attorney signed by the parents must be submitted

o    If you are registering for semi-private Gan, you must submit certificate of request to a semi-private Gan (appendix D). For those that are non-Ramat Gan residents, you must also submit permission form from the city in which you reside to send your child to study in a different city

Law of Additional Address for a Minor

If the parents request a separate mailing address for their child, they must register the separate address at the Ministry of the Interior and request that said address is listed as an additional address for their child.

 

Single Parents (Divorced/ Single) and Civil Partnerships

The law states that for the purpose of registering children to educational institutions, the consent of both parents must be obtained (in cases where the guardianship of one of the parents is revoked and/or restricted, this requirement does not apply).

 

As a condition for continuing to place the child in Gan, both parents must fill and sign a declaration for Single Parents and Civil Partnerships (the form is published online), and submit copies of the parents’ Israeli IDs, included the appendix where the child’s information is listed to the Gan Department via email.

 

This certificate will be used by the municipality through the duration that the child attends Gan in the municipality.

 

If there is a dispute between the parents, it is on the parents to apply for a legal decision on the matter and present the decision to the Gan department.

 

It will not be possible to place your child(ren) to Gan without this declaration and supporting documents, as listed above.

 

When registering online, be sure to add another address for the child if the parents live in two different addresses and the marital status is different from married.

 

Change of Residence

Parents that move from Ramat Gan to another city need a cancelation/withdrawal form from Ramat Gan. To receive this, you must fill out an application for to cancel registration and send it to the Gan Department by email or fax. It is mandatory to attach a copy of the Israeli IDs of both parents. We will try to respond within 10 business days.

Good to Know

Registration of students is based on the cut-off dates of the Ministry of Education. Children who are not within the dates set by the Ministry of Education cannot register, even if the difference is one day! There is no mid-year registration to Gan for a child that is not within the cut-off dates of the Ministry of Education.

 

Registration is not placement! Registration is the process where parents ask the municipality to include their child in the placement process in accordance to the absorption capacity of the Gans. The registration period is uniform so there is no priority to those who register first.

 

Placement at a Municipal Gan

The Gan Department will do its best to place your child in accordance to the preferences you chose. At the same time, professional and systemic considerations are taken into account.

The composition of a Gan is usually two age groups, for example, a Gan class for ages 4 and 5, or a Gan class for ages 3 and 4. A single age Gan class is possible. Changes in the composition of the class ages will be in accordance with the number of enrollees.

 

Good to Know

  • The Municipality will make an effort to place the child in accordance to the preferences made by the parents and the discretion of the system. The municipality cannot guarantee that your child will be placed at your first preference, but additional factors are taken into account before the final placement is made (listed below)
  • Placement for age 3 Gan is based on available space. It is possible that it will be outside of your registration region is possible.

 

Criteria for placement

  • Registration was conducted during the registration period
  • Registration Region – preference will be given to children from the registration area of the Gan. Details on the registration regions can be found at the Gan Department’s website. After all of the children of the registration region have been placed, children from outside of the registration area will be placed. There may be changes to the registration regions based on the number of registrants in each neighborhood and the amount of Gans in the area.
  • Age of the child – priority of placement within the neighborhood will be given to older children. That is, the placement for the desired Gan will be done from oldest child to youngest.
  • Age group composition – balance between boys and girls, balanced representation of age groups, and other pedagogical considerations
  • Serious medical issues (up-to-date medical documents must be submitted)

Placement policy for Age 3 Only

The placement will be made according to a variety of criteria: registration was conducted during the registration period, registration region, age, distance from the Gan, pedagogical composition, and serious medical issues.

Placements will be published on the Ramat Gan municipality’s website. Age 5 – throughout May 2023, ages 3 and 4 – throughout June 2023

 

Please make sure your residential address is up to date

 

Regulations for submitting an appeal

Upon receiving you Gan placement, you can submit an appeal request on the placement. Submission of an appeal is online only. 

The appeal will evaluate the following criteria:

  • Submission of the appeal on time (it will be published on the placement website)
  • Registration region
  • Age of the child
  • Serious medical issues

For your attention:

  • The Gan department will take into account placing siblings in Gans that are near each other, based on available space in the requested Gan

At the end of the processing of the appeal request, we will notify you via an SMS to your cellphone.

Please ensure that during registration your cellphone number is accurate and up-to-date.

Answers to appeals will be given throughout the month of July 2023, for all ages.

The Ramat Gan Municipality reserves the right to make changes.
